Flowers on these drip nectar when they're in bloom, which can sometimes be quite sticky and messy on your floor. Sounds like its dripping onto its own flowers at the moment, unless you've not noticed droplets lower on the plant or on the floor. Only mature plants produce blooms, and the part which produces the flowers loses its growing tip after finishing, when it dies back. Doesn't usually matter because the plant has more than one growing tip once its old enough to flower anyway.
If the other one you've got isn't as old, then it'll flower eventually, when its ready. If it is the same age, maybe the conditions where it stands are not the same as those which the other, flowering plant occupies.
