you could find the information you need online,Phloxie..just type it in your search engine..very helpful...and they strike easily enough from tip cuttings.I've done quite a few over the years..

Anytime from now, through the summer,Phloxie..Just keep them shaded till they root,then plant them out..They are hardy,and mine have flowered non stop through winter..mine are the Bowles Mauve variety,is this the one you mean , or the more traditional Wallflowers? the latter only flower in late spring,so I would do those after flowering..
