I have a victoria plum tree which is in its 3rd year and is laden with fruit my question is should i take off the branches that do not have fruit on as they have grown very long at least 12 to 14 inches. thank you

12 to 14 inches doesn't sound very long for a branch. Did you mean that?
The main problem with Victoria Plums is that they can produce such a heavy crop that they break the branches, so thin the fruit early to reduce the weight of crop when this happens.
The new branches without fruit may be the ones with flower buds for next year. Only prune in the active growing season anyway as otherwise you run the risk of introducing silver leaf disease.
