Does anybody know what this plant is it is used as a hedge or climber arch it foes a slight fragrance like vanilla the flowers are very abundant thank you in advance

It's Clematis montana, often used along a fence or over an arch. Very much a hedge material as long as it has support. It's extremely vigorous, so beware if you plant it!

It looks like a Clematis, but don't know which one. In any case, it will be a climber.
