What is this beetle and how do we get rid. Killing our roses.

Take a look at Agonum Sexpunctatum -it seems to fit your picture, in which case they are beneficial to gardens as they predate on other nasties, i.e. slugs and aphids so perhaps these are the cause of your problems and not the beetles. I could be totally wrong!

If you see a legion of them munching on your garden eradication would be considered. If its just a few with no visible damage to your garden, live and let live.

It's not Agonum Sexpunctatum - the antennae are different.
This is a Garden Chafer Beetle, which emerges June/July and eats roses.......
