I have been growing runner beans in the same spot for 30 years with no problems. The patch is always well prepared with manure etc. This year, for the first time, something has attacked the maturing plants (they have flowers and producing beans) by "cutting" them about 2 to 3 inches above ground level. Any ideas to the culprit.

that sounds a bit like rabbits or deer to me. as 2/3" stumps doesn't sound like mice.
