I have a well established hydrants and wild hedge rose is growing thru it rapidly. Could I cut bush to grass level to get at rose roots would this harm hydrants?

I have no idea what a 'hydrant' is in plant terms. Do you have a photo?

IF you mean Hydrangea, no, you can't cut it to the ground, particularly not at this time of year, it may well kill it. And even if you did cut it to the ground, it wouldn't make access to any rose stems coming up from the soil in the middle of the hydrangea any easier, because you'd have to dig down to remove the rose roots - which would also mean destroying the hydrangea roots. All you can do, if you want to keep the hydrangea, is rootle around and cut back the rose stems.
