My Sem Sorbaria looked fantastic for a while, then it took on a distinctly dying appearance, and during the past two weeks the leaves have dried and turned a dull brown, and several have dropped off. At the same time many new buds have sprouted almost the full length of every stem.
Should I remove the dead leaves, trim the whole stems right back, or just leave it?

Welcome to Goy..The leaves will change colour as Autumn approaches,to red eventually, are you sure they are actually dying,or just starting to turn? The buds could be flowers which appear in late summer/early Autumn..If it's in a pot,it needs to be kept well watered, and in fertile well draining soil,in sun or part shade..and will die down in winter, being a deciduous plant...
