You didn't put where you live on your profile so difficult to be dogmatic, but in most places in the UK its often a good idea to wait until March so that any shoots that have been damaged by frost can be cut out at the same time. ( Rosie lives in a mild part of the UK) If yours are very tall though you can shorten them now to avoid wind rock, but leave the main prune until spring. What you can do now though is to pick up and burn any leaves that were affected by black spot.

I'd wait until late Feb. A lot of people and park depts do their pruning in November. But if we have a cold winter you will end up with a lot of die-back further down the stems or into the crown than if you left it until early spring.

Shrub roses --Prune in mid-spring. First remove dead, diseased and dying branches, and thin out if overcrowded - remove any crossing branches and cut a few older stems to the base.
Bush roses (includes, hybrid tea, floribunda and patio roses) -- Prune in mid-spring. First remove dead, diseased and dying branches. Prune most by about half, cutting to within 8cm (3in) of the previous year's growth.
Climbers -- Prune in the autumn after the flowers start to fade. First remove dead, diseased or dying branches.
Ramblers -- Prune in late summer.
Ground cover roses -- Prune in spring

Agree with Triffidkillers list apart from one thing - climbers. These can be shortened in autumn to prevent windrock, but the proper prune should be done around March (although I always do roses very late February here in the South)
