Depends if you want to keep it neat and tidy or not. If you do then prune to the shape you want.

Depends on precisely which plant you mean when you say Broom - most can only be lightly trimmed over, usually directly after flowering, taking only an inch of foliage, others are best with a light prune in late winter/early spring.
