I have cuttings of Santolina /Cotton Lavender in water, it does not seem to be rooting, perhaps plant out in well drained sandy soil instead?

I've never had them root in water for me either, so better to follow Bamboo's directions. The best medium I've used is a mixture of equal parts perlite and sand.
