Here, we recommend pots at least 20 inches across and deep, with a water retentive soil mix. Depending on what part of California you are gardening in, you may be watering them every other day to twice a day in the summer, Symplitic. Feeding depends on the type of food: liquids once every week or two, normal granulars once every 3-5 weeks, and timed-release according to the label.

is this the 'blue' rose? if yes then....
roses can be grown in a pot but they are hungry plants . providing the pot is large then yes for a few years. but you will have to manage the watering and feeding carefully.
roses are usually much happier in the ground.
