Hi, welcome to GoY, Delphiniums in the belladonna and elatum groups can be propagated from pencil thick basal cuttings 3-4" long, with solid heels, taken from close to the crown in early spring, Pacific Hybrids are usually grown as annuals or biennials, and raised from seed, Derek.

I would go for growing from seed. They germinate easily like weed seeds.

Definitely grow from seed, you take cutting from shrubs. You harvest the seed when it is ripe, probably around September time and keep in a cool dry spot over winter. Sow seeds in late January in seed compost and plant out end of May time. Remember though harvesting you own seed you won't necessarily get the same coloured flower as as on the parent plant. If you want to be certain of a particular colour buy a packet of seed from your GC.
