Several reasons why shrubs do not flower. The plant is in too large a pot so that the plant spends most of its energy putting on roots rather than top growth and flowers. You might be feeding too much nitrogen so that it has lots of leaves rather than flowers. So, tight pots, lots of potassium and perhaps try very little feed at all so as to stress the plants into flowering.
