I have at the bottom of my garden a small area which i want to put some small chrysnaths (daisies),i iwill weed as good as i can, would turning the soil over for the winter frosts kill what is left.Thanks you.

depends on which weeds they are. by all means dig it over and if you can add compost to improve the soil condition. This might also help: cover the area with black plastic over the winter. then in spring see what weeds pop up.

I'd be concerned about water runoff. Is the area constantly wet/muddy? Does it flood on rainy days? This will affect which plants would thrive in that location.

No not really,the main problem i have is ROSE-BAY -WILLOW-HERB that grows in abundance,its what i want killed off.It does`n get over wet in the rain.
