did it have much root disturbance as you planted it? it could well be that it is settling in still. Is the tree healthy otherwise?

Does it have full sun? At least 6 hours/day.

Stera had answered a query about this particular variety of cherry some years ago. There doesn't seem to be much information but the only thing I can suggest is perhaps there might be a problem as to the position in which you have it planted. Early frosts, bird damage or cold winds could remove your blossom. If you have none of these situations, then I would give it another year and it still doesn't fruit, I think you should get rid of it and try a more popular variety in another position.
