Now that the garden is so dry and I am watering by hand plants that have been planted this year - some have wilted badly. So do I keep up my usual feeding or not? As I wonder what stresses plants less - feeding/watering or just watering in this dry time.

Withhold fertilizer - plants can't use it anyway when they're stressed from drought. I assume you mean permanent plants rather than temporary summer bedding though...
