I planted a standard ballerina rose about 3 weeks ago at soil pot level then heaped earthe around to make well because i didn't want water run off. Trouble is it's up to 4" up the stem do i have to dig deeper to lose those sprouts?

Yes there were 2 below graft maybe i did plant it not quite deep enough I've sorted it now thanks

as it is a standard rose then yes remove the side shoots or it will revert to a bush again. [also if they are from below the graft union they are the rootstock and should be removed anyway]
