Hydrangea advice please. Is this late frost damage or lack of water? I assume it’ll be one or t’other? The buds below seem fine so should I cut the bad ones off? Thanks.

looks like frost damage. I'd leave them a bit longer as we are still going to get frosts between now and the end of May.
