why is the new growth dying off before its opened?

On plant Chamaerops humilis

Welcome, Julia! Sorry this took so long.
Most often, that is a symptom of extreme drought, but a fungal disease called bud rot can also do that. The difference: drought causes the new fronds to go blue-gray and brittle, as if they had been freeze-dried; bud rot causes the new fronds to turn yellow and brown as they die, and the innermost can sometimes be pulled out easily, emitting a rotten cabbage smell. Is it in a pot, or in the ground?
