Verbena hastata is my suggestion, I have similar and it will be about 2-3f tall. Self seeds relatively freely but not as much as V bonariensis.

Can you take a picture of its leaves?

It is certainly a bee magnet, if ours is anything to go by.
May not be as hardy as some Verbena so save seed in case.
