I want to reduce some conifers in height (Thuja Occidentalis "Smaragd") by about half. They are currently over 12 feet tall. What is the best time of year to do this ?

Any time just before new seasons growth begins, April to early May would be ideal. If you are inclined, it might be a good idea to reduce the height so severely over a two year period, be less of a shock to the trees and they would certainly look better for it.
