Can I shread the small branches of a torchered willow tree straight onto my flower beds or do I need to compost the shreads first

Answers

The process of rotting down will take nitrogen from the soil Guest, so robbing the plants in the beds while the shredded material breaks down. It would be much better to compost them first. Shredded stuff takes much less time to break down than the same material unshredded, so it shouldn't take too long.

Alternatively if you have woodland type paths you can shred and put onto those - we regularly do this saves buying bark.
