Two planters with bit of backing trellis, positioned in sheltered area by wheelie-bins. Advice on choice of plants for permanent feature, probably evergreen and ability to train on trellis. Maybe something scented with colour. Sea level, East of Scotland. Can be very cold and wet.

How about winter Jasmine (Jasminum nudiflorum)? It is evergreen and doesn't grow too tall for a small trellis. It flowers (yellow) from now through into the winter. You could add seasonal plants and bulbs in the planters in front of it, and change the planting for the summer, leaving the Jasmine in place as a 'background'.
There are plenty of winter flowering plants - pansies, violas, primroses etc. around at the moment, and it's not too late to underplant them with tulips.
