if it is a Hibiscus, then they are very slow growers. Mine has taken three years to reach about up to my knee - but it does flower each year.

The leaves remind me of Hibiscus syriacus which is a flowering shrub rather than a tree. See http://www.hort.uconn.edu/plants/h/hibsyr/hibsyr1.html and click on the 'summer leaves' picture.
