Welcome Russ! Are these recent pictures? If they are, you've got off lightly! Cordylines all over the UK are looking very sick. We get several questions a day about them.
The usual advice is to wait if you can until at least April, or even later if you can to see if and where growth may restart. You may find new shoots appearing somewhere on the trunk - as in your first photo - or you may get new growth from the roots. If branches are actually falling off, you'll need to take them off to avoid causing a hazard to passers by. Also if the trunk is oozing coloured goo, you'll need to cut below that, but spare as much as you can at the moment. When / if you get new growth appearing, cut back to just above it.
