we are painting the outside of our house and the boston ivy is just coming into bud can we paint over the buds without harming the plant

Don't think that's a good idea - you'd be better off cutting the plant right back and letting it regrow, so you get a complete layer of paint on the house, otherwise, when all the leaves drop off next Autumn, you could have areas which now have no paint on them showing through.
