Hard to say, depends on the conditions, whether its in a pot or in the ground, in full sun, kept watered or not watered, too much shade, etc. Not a rapid grower, about average, expect it to be 2 x 2 feet after five years is all I can say.
As for the Cordyline fleecing, yes you wrap both, having first pulled the leaves up and tied them together in this position.
