Lots of red (RED!!) trailing pelargoniums ("geraniums") - and nothing else - is one traditional answer. Think continental balconies.
Busy Lizzies and fuchsias just like in a hanging basket would be another. Trailing begonias do well and come in lots of colours - and are good if your baskets will be in shade.
I'd go to the GC and pick just one type of plant, preferably in one colour, and buy lots of that.
Remember to put slow release fertilizer and water retaining gel crystals in the compost. Put them where you can reach them - you'll need to deadhead the plants when flowers are finished to keep them coming.
