shall I leave these canterbury bell seedlings in these trays or move them into 9cms pots to develop a better root system as I have been told they go in the ground in Autumn a good few weeks away yet?

No, no need. They look after themselves very well.
Next year, after they've flowered you will never have to do this again because they self seed like crazy, but always welcome.

Yes, I started with one plant from a friend and now they come up each year in unexpected places and are a sheer delight. You can easily remove any that are in the way! Yours look really good plants, so good luck with them. Watch for slugs!

While were here 1 more question..I have oriental poppy's and delphiniums at more or less the same stage as above but they have been in pots for a while..can I plant those out now or wait till Autumn too? thanks

If they've put on a bit of growth in their pots they could be planted out soon. But - slugs LOVE young delphiniums!

They're looking good. Yes, I would move them up now to give them the best possible chance.
