my father in law has a orange berry bush in hs garden which was planted several years ago recently it the branches have gone brown and brittle and it has a kind of cobweb on the leaves is it an insect and how can i treat it

Agreed. Red spider mite - often worse in dry conditions. If it is, there are sprays you can use to help control it.

Um, sorry to disagree folks, but red spider mite is rare outdoors - there's conifer spider mite and fruit tree spider mite, but mostly, this pest is an indoor problem, not outside.
I'm interested in precisely what the plant is - if its Cotoneaster of some kind, you might have an infestation of Cotoneaster Webber Moths. Post a photo for ID of the plant, and one of the problem if possible.

it sounds a bit like spider mite. google images and see if they match.
