does anyone have any idea if tree stump killer is effective at this time of year?

Yes, it will be, though I don't know what you're using - SBK will work now though if applied to holes drilled into the stump. Cover with something after applying.

thanks bamboo,is it SBK you recommend? it's a fair size stump,with a lot of 4 to 5 foot shoots coming off it

I would trim the shoots off. I used GC Tree Stump Killer (crystals) without drilling holes, and covered the stump with a square of strong black plastic, tied with baling string which did not rot.
Didnt disturb it for a year.

Nov; is supposedly the time of year to do this I only know this because we have just applied R.up . to about 5 stumps we have covered them with old washup basins and large plantpots just to keep the dogs off.

I'd always choose SBK over and above all the others - use it neat in pre drilled holes using a medium to large wood bit about quarter inch deep - if growth is appearing round the edges, drill the holes about an inch in from the bark in a ring, each hole about 2 to 3 inches apart, with perhaps half a dozen more holes about an inch or so in from that (assuming the stump is large, about 16 inches across). And remove the branches which have grown already, just trim them back to the stump. Cover with something, a slab, a bit of anchored down plastic, whatever, just to stop the SBK being accessible to passing wildlife and prevent rain from washing it out quickly.
