Hi everyone - the photo is if a climbing rose in our garden. It grows vigorously and flowers for most of the year, but all the flowers and foliage are at the top of the plant. Can anyone advise me on when and how to prune it to get more even growth?

The sap is slowed when you bend the stems so they grow across before growing up and this produces flowers lower down the stems.

You need to spread the hormone auxin to reach buds on branches horizontally, now would be a good time to take it all down and retrain it on the fence. From the angle of your photo it should do well next year Lol.

Training branches horizontally can encourage flowering shoots to grow from further down the plant. (I don't know why that is, however. Perhaps someone else will explain.)
