By its very name this particular Cotoneaster has horizontal branches, remove all the horizontal branches and there wont be much left I fear. We have a couple growing under our long sitting room window and have had for years - they'll never make a hedge for us. The only branches I prune back are the ones that are sticking out over the path.

Having grown your Cotoneaster Horizantalis, why cut any branches off. Tie it into itself, if need be put in canes to help you make your hedge. The more that are horizontal the thicker the hedge.
