There are several patio clematis which can be grown in pots, but I suspect that's not quite what you're after?

I hear that there are herbaceous perennial species of clematis, but I haven't heard about a shrublike form.

About the lowest growing one easily available is C. columbiana Ylva form, but that is a deciduous herbaceous plant rather than a shrub.
