is there still time to grow pepper seeds

Without knowing where you live, I'd say yes. Peppers are tropical plants and prefer to be planted later rather than sooner. Typically I put out my tomatoes about 1 May and the peppers 1-2 weeks later. If planted too early, you get mostly vegetative growth and less fruit.

I have sown seed this late before and harvested green peppers only. not a problem unless you want them red :o)

You can, if you have a heated greenhouse or conservatory for overwintering. Then you will still be harvesting red peppers next February.
Usually, however, seed should be sown indoors as early as February, as most varieties require a long grwoing season, and need to be producing fruit before the days shorten and temps drop.

Hi It may be to late ,unless you plan to plant them in a heated progator/ greenhouse. You may get a plant that will not produce sufficent fruit but July/ August
