Is this plant growing in a vertical wall and was the picture taken a few weeks ago? I would suggest that it might be one of the Gesneriaceae family of plants which include Haberlea and Ramonda. I would be inclined to guess at Ramonda myconi, a native of the Pyrenees. Our finished flowering in April. The family includes African Violets but many are quite hardy only needing to be protected from overhead water, such as in a wall.

Thank you very much Bulbaholic I've checked my garden encyclopedia and you are spot on with Ramonda myconi!
I took the picture at Bodnant Gardens last week, it is growing in a vertical wall immediately beneath a superb Lewisia.
Thankyou for checking my question out magnadoodle and Nariz now we have the name and how to plant it we can all grow it!!
