This is 'Russelia Equisetiformis' - common name 'fountain plant', 'firecracker plant' or 'coral plant' - from the family Scrophulariaceae. I have lots of this in my garden - it grows like weed over here in northern Australia. It is a native of Tropical America and Mexico. It has these arching branches that bear long tubular scarlet flowers, and they can cascade out 3 feet or more. It blooms all year round over here. There is a second variety that has lemon flowers.
