My cordyline australis sparkler's leaves have gone yellow?

I planted two sparklers three weeks ago and the leaves of one have turned almost completely yellow with hardly any green colour remaining. Is it lacking something in the soil?

It could have rotted off at the base. Maybe it was planted too deeply or got waterlogged.
