I think it might be a variety of Phygelius.(cape fuchsia).
If so I`d take measures to stop some little blighters from nibbling at the newly formed flowerheads.I`ve forgotten their name and they are unseen to the eye.Any evidence is visual...but too late by then.You might spot small holes on leaves....these will have been made earlier and got bigger as the plant has grown.
I use Provado Ultimate bug killer...there may be Organic alternatives that I am unaware of.

Yes, I`m sure that`s the one Bamboo.I had a lovely darker leaved fuchsia (not hardy) with tubular flowers a few years ago and they got that too.After a little research I discovered the answer to the problem and got armed and ready for the following year.
