I have a Salvia Hotlips which has overwintered and is doing well this year. I have it growing on a sloping, free draining border and last year, mulched it well. It's a lovely plant. Good luck

you can also take cuttings mid summer and keep them safe in a cool unheated bedroom etc.

Def perennial. Mine over wintered fine, no special care.

I just googled it and found it hard to find much info on it, evidently it is a perennial but needs protection from frost.
