my bag grown potatoes' shaws are about 3 feet above the bag and have fallen over. shoud I cut them off?

Depends when you planted them as to when they are ready and how you have looked after them.
Normally
First Early 60 - 90 days
Second Early 95 -120 days
Maincrop 125 - 140 days
So your potatoes will be as good as they are going to be after those days in normal years. How this years weather affects the above no one knows.

Thanks for answering, Snoopdog, they're not earlies. Shaws are so close together I can't get my hand down inside the bag! should I try pulling a shaw up? A couple have flower buds on them already.
