I layered mine a couple of years ago and very easily increased my stock. Just scraped a little bit of the branch to reveal a little bit of the insides, then with a piece of wire, pegged it into a pot buried in the soil, after a few weeks, checked what was happening and, voila, a new plant for FREE! Those who know me will know I love free plants!

As well as layering you can take cuttings. From BBC website:
Most honeysuckles are easy to grow from cuttings, which are best taken when the plants are in full growth in July.
Use gentle bottom heat to stimulate rooting, but move young plants to a cool spot as soon as they have a root system.

If they're yours, as your neighbour says, the root system must be your side, it's just the growth and flowers are on the neighbour's side.Perhaps its sunnier on her side and that's why it's headed that way. Easiest way to get cuttings is to layer them - peg several stems down into the soil (preferably non flowering ones if you can) and wait for them to root, then cut them off and pot the rooted sections up.
