I have a large conference pear tree and another one has just sprouting beside. I would like to repot it, could you please tell me the best time to do this, thank you

If it is coming from below the graft union, then what you have is a sucker and it will produce the kind of pears which the rootstock does. These are usually pretty poor, small and hard.
If you want to try grafting a piece of the Conference pear on to it, then about now is as good a time as any to remove it with roots and pot it up. Grow on and graft in early Spring.
The sucker needs removing in any case.
