Is it in a pot? When Bougainvillea is grown in a pot it stays small and grows slowly.
I have a 23 year old Bougainvillea 'Orange King' which has stayed small in a pot. I'll have to post a pic in the next day or so.

It's very attractive! I've seen these here, however, didn't know they were slow growing. Most are very fast growing here (even the ones that are suppose to stay small and bushy. :>)
