Hi Spritz. I am given to understand that if you mulch these high into the existing plant they will regenerate and form new shoots from below the mulch level. Perhaps others have heard the same thing and can advise further.

I have one of these. It was so pretty when I bought it, but hasn't flowered since, probably because it gets little sun. It is very healthy. Should I cut it back now, and if so how much?

No - leave it to make new growth before you do anything, apart from snipping out any totally dead bits. Mine revived a lot from March to June last year and I'm hoping it does again.
