In my opinion, this is the best foliage plant in the garden

Motinot - I've had this planted in the garden for thirteen years now, so it must be hardy! I leave all the top growth intact over winter, and pack dry straw or fern fronds among the stems to give the roots some protection. This stays in place until it shows signs of growth the following spring, then everything is cleared away and and the old stems cut down

We gave a cutting of ours to our daughter and hers flowered!! and yet ours has never flowered........Motty we used to grow it in the Midlands and it survived there, so you should be ok, we do as Andrew does, in the winter (just in case) and I agree it is a fantastic colour and the foliage is stunning.

If you can keep the stems through the winter, they will carry flowers the following year. I usually find they are looking so bedraggled by January, I want to cut them down.

Us too, daughter did as you suggested and she is much more sheltered than we are, no chance on seeing any flowers on ours we are very exposed to the wind.....
