Plant Name?

My sister grew these from seed this year and gave me some....I didnt know the leaves stayed on the ground like this....a strange plant i think...pretty flowers though....:>)

Thanks for the information Motinot. It's just that suddenly it appeared in one of my clients' garden and wanted to know what it was :-)
