This Red Powder Puff plant was one of many just recently planted on the grounds of the Balboa Naval Hospital grounds.

They actually cover the whole plant...I'll post more
pics of this plant soon...they just started blooming
a couple of weeks ago. The heaviest bloom is in
Winter.

I'm not sure what you mean? However, all Calliandra
species (which are tropical in origin) here in San Diego,
CA. bloom in Winter.

I would assume it would be pretty difficult to
grow outdoors all year. This plant is native
to the tropical regions of Nicaragua to Ecuador,
of Central and South America. It can be grown
as a house plant from what I've read though.
