Looks like one of the Sepavervums (house leeks). I'm sure I've spelt it wrong!

Yes Dawn it does look like my rhodiola, think mines a bit further on as it was a new plant so has been in the greenhouse for a while before planting, but did look like this a couple of weeks ago :-)
